Why does the firehouse blast these super loud horns for like 5 minutes?

The most likely scenario, as mentioned, is that it is a volunteer fire department, and that is how alerts are called. A lot of smaller volunteer houses don't have the money for more advanced notification equipment. If that is the case, there are not really a lot of options, other than to help them raise money for better (and quieter) equipment.
