Man ,issues ,help and advise please?

There is a medical term for this condition. It's called Gynecomastia and it is pretty common in teenage boys. You didn't mention your age but chances are you will outgrow this. Some do not, of course. My husband has Gynecomastia but it is very minor and causes him no heartache. It is due to a hormonal imbalance during puberty. Most of the time it does resolve, but if it causes you such pain, you can talk to your doctor about the surgery to have the extra tissue removed. Dieting and working out will NOT get rid of this. It is not fat. It is tissue.
